Statement of Issues:
|(1) When interpreting a statute, what weight may a court give to legislative "findings" relative to the statute's operative language, if the language in the legislative "findings" differs from the operative statutory text?|
(2) Can a local government require state circuit courts to hear and adjudicate private parties' claims authorized by a local government alone, if the claims are not also authorized by the legislature or the people of Oregon?
