(1) When interpreting a statute, what weight may a court give to legislative "findings" relative to the statute's operative language, if the language in the legislative "findings" differs from the operative statutory text?

(2) Can a local government require state circuit courts to hear and adjudicate private parties' claims authorized by a local government alone, if the claims are not also authorized by the legislature or the people of Oregon?

These summaries of cases are prepared for the benefit of members of the media to assist them in reporting the court's activities to the public. Parties and practitioners should not rely on the summaries, or the statement of issues to be decided in the summaries, as indicating the questions that the Supreme Court will consider.
